“welcome to fear city is a 2020 reappropriation of a 1975 pamphlet created by the NYPD , which included information for visitors to NYC on how to "stay safe.” the material was the embodiment of a pervasive cop smirk, a kind of “good luck” attitude that cops and officials held, consistent with the “Law and Order” and anti-crime rhetoric of the time period. why didn’t they put their efforts into serving and uplifting the community, instead of spreading this garbage paranoia and hyperbole?
